The Higher Council for Science and Technology was established in 1987 by Law No. (30) as an independent public institution, serving as a national umbrella for all science and technology activities in Jordan.

The council was created with the aim of building a national scientific and technological base that contributes to achieving developmental goals. This includes raising awareness about the importance of scientific research and development, providing appropriate financial support, directing scientific and research activities within national priorities aligned with developmental orientations, establishing specialized research and development centers as needed, supporting innovation and entrepreneurship to translate scientific and technological ideas into commercial products and businesses, concluding agreements related to scientific and technological cooperation with local, Arab, and international entities, and representing the Kingdom in scientific and technological activities at the regional and international levels.

The Higher Council for Science and Technology is chaired by His Royal Highness Prince Hassan bin Talal, who has played a leading and effective role in advancing science and technology in Jordan since its inception.

The council's membership includes the Vice President, the President of the Royal Scientific Society, the Secretary-General of the Higher Council for Science and Technology, the Minister of Planning and International Cooperation, the Minister of Finance, the Minister of Higher Education and Scientific Research, the Minister of Industry and Trade, the Minister of Education, the Minister of Communications and Information Technology, the Minister of Agriculture, the Minister of Energy and Mineral Resources, the Chairman of the Joint Chiefs of Staff, the President of the Jordan Chamber of Industry, the President of the Jordan Chamber of Commerce, and three individuals with qualifications and experience appointed by the President for a renewable term of two years.
